IP and RP

Hi guy, I am a LOL player from asia and I just create a new account here,in North America.I usually purchase RP in my server easily but I can't purchase RP in North America becasue I DON'T HAVE CREDIT CARDS ,VISA CARDS....and the RP is lot more expensive than in my old server .So I have to use my IP to buy champions and masteries,runes,....but I find out that you can only get 25k-30k IP from level 1-30(very low) and you don't have enough IP to buy champs and runes .How a man like me or young people to play the champs they want or stuff like that without RP.So my idea is that you guys can make a event that give champs,skins or you guys can give more IP a player can get .And my last and my best idea is that can you guy make the price of champions and runes lowered. I think that there is a lot of gamers don't have much RP and they just want to play fun (with the champs they like) and with the problem of RP and IP right now,I think a lot of gamers will not have fun when they playing LOL. After all,this is just my personal idea but I really really hope you guys can help.Thanks!!! P/s:Sorry if I post on a wrong board
