Feather Armlet (2100) = Crystalline Bracer (600) + Aether Wisp (850) + 650 gold +40 Ability Power +300 Health +100% Base Health Regen UNIQUE Passive: +5% Movement Speed UNIQUE Passive: Champion can move through units.

The effect is like Phantom Dancer but I think it is appropriate for the champions (may be support champion type) that don't need attack speed and critical

flee from enemy or
farming in lane or
following enemy

[update] add new UNIQUE Passive:

UNIQUE Passive: Your heals or shields on another unit make that unit can move through other units 6 seconds

UNIQUE Passive: When champion health is less than 20% Movement Speed and Base Health Regen of this item are added to double

+200% Base Health Regen +10% Movement Speed

Not enough stats, and there's no reason for supports to really want this item over any of their other items. It'd probably need a blasting wand or something as well and even then it's not really that big a deal for mages since they usually just push waves anyway.

I refer item 3504 Ardent Censer so I think we can't add more AP than this because of the Item price but may be we should add another Unique Passive

item 3504 Ardent Censer (2100) = item 3114 Forbidden Idol (600) + item 3113 Aether Wisp (850) + 650 gold +40 ability power +100% base mana regen +10% cooldown reduction

Unique Passive: +8% movement speed Unique Passive: Your heals or shields on another unit grant them 25% attack speed for 6 seconds. This does not include regeneration effects or effects on yourself.
