WIP - Blood Thicker than Water
This is, as the title already says, a work in progress. The abilities, background and appearance are thought out well by me, but I still wish some feedback, wether on the things I've wrote or your suggestion. If I gathered all informations and feedbacks I'll post a new thread as a official concept.
Appearance: Radumir

Name: Radumir (Someone a idea of the title? Throw some ideas please!)
Origin: Exiled - He was before a civilian of Noxus.
Roots/Family: Lost the family due to Vladimir's bloodthirst in young years. Only one surviver: Vladimir's younger brother Radumir.
Attitude/Personality: boldly, rebellious, arrogant, pessimistic optimist
Weapons: Two metal strips with multiple knifes bound to each other. The two metal strips are bound to his chest, like Ghost Rider has his chains bound around his chest. Upon ability or basic attack, it expands around Radumir and spins slowly, which are controlled by the blood of Radumir, like a circulation. He controls the two metal strips with his own blood.
When he performs a basic attack from range, he shoots one of his metal strips to the target.
Lore/Background If someone's reading this and thinks that this Concept is worth helping, then please help with the Lore. I've made many Lore's, but people just complains about grammars instead of offering any help to do it better. About the Lore, there are points that should or could be mentioned in it.
Points or things that should be in the lore:
Radumir was chosen to be a Hemomancer, as the family had the tradition for every new generation. Despite everyone's agreement, Vladimir was the only one who hated his family for chosing the youngest of the family.
Radumir lost his parents, his sister and his two older brothers to Vladimir's hatred and survived only by draining out the blood of his family, as he was the only one who was close to die, but not instantly dead like the others.
Radumir doesnt hate Vladimir, but wants to kill him to stop more deaths, and more sorrow caused by Vladimir.
Radumir is rather rebellious and hasty when it comes to stressfull decisions.
Points or things that could be mentioned (As a rather suggestion):
Radumir wanted to revenge his family first and foremost, but as he found out that Vladimir killed the family only because of Radumir, Radumir accepted his brother for his feelings, but swore that he would kill him to stop any other deaths that would be caused by him, even if it means to sacrifice himself.
Radumir was exiled from Noxus, as he infiltrated undercover the goverment of Noxus, to get informations about the whereabouts of Vladimir's current position.
Abilities:
Radumir is a AD Caster who excels by balancing Health, Attackdamage and Utility. Radumir uses health for skill costs.
Innate Passive "For your own Good":
Radumir refuses that the blood of his family is being consumed by enemies. Whenever Radumir casts a spell, he reduces healing effects on enemy attackers caused by Spell-Vamp, Lifesteal or other Abilities that deals damage on Radumir. Heal Reduction: 10%/20%/30%. This stacks up to 3 times and lasts 3 seconds.
Q "Twins of Despair":
Passive: Whenever Radumir casts "Twins of Despair", after the executed ability, the twin chains rotate very fast around him for 2.5 seconds, dealing damage to all enemy units who touches the twin chains. It deals 2%/4%/6%/8%/10% of missing health of the enemy as magic damage. This damages enemies only by first contact.
Active: Radumir detaches the twin chains from his body, forming two circles next to each other in front of him and sends forth in a 500 range. One chain circle deals 30/45/70/90/120 (+50% Bonus AD) physical damage. If a enemy stays between the chains, so he gets hit by two chain circles, the damage from both circles are applied.
Cooldown: 8 seconds Cost: 1%/2%/3%/4%/5% max health
W "End of Disclosure":
Radumir detaches his twin chains, he forms two average-sized spears that he throws as a basic attack. The next basic attack deals bonus damage equal to 50% of Radumir's Bonus Attackdamage and 20% of his missing Health. It heals Radumir for 10%/15%/20%/25%/30% of the damage done. The healing effects that Radumir would receive, goes to nearby allies depending on how many are there. The one with less health than others, receive 50% of the healings, while the rest is split on others. Items with lifesteal will only add health to Radumir, so only the ability heals others. (If Radumir's the one with the lowest health, he will receive the healing effects)
Cooldown: 10/8.5/7/5.5/4 Cost: None
E "Children of Hipocrisy": This ability can only be cast if a enemy Champion is within 250 range of Radumir. On cast: Radumir outbursts of rage, while sending forth his metal stripes to near by enemy Champions. 1/2/3/4/5 near by enemy Champions are immediately pierced by metal stripes, they receive with each cast 40/80/120/160/200 (+25% AD) physical damage. Enemies hit by metal stripes are slowed by 50% for 0.5 seconds and receive one stack of "Hipocrisy" for 1.5 seconds.
Upon second recast within 1.5 seconds, only enemy Champions with one stack of "Hipocrisy" will be pierced again, but are now silenced for 0.5 seconds and receive one stack of "Hipocrisy" for 1.5 seconds.
Upon third recast within 1.5 seconds, only enemy Champions with two stacks of "Hipocrisy" will be pierced again, but receive now a debuff called "Children of Hipocrisy" that lasts for 4 seconds. All subsequent damage on enemy Champions with "Children of Hipocrisy" dealt by Radumir is increased by 30%.
Cooldown: 15 on all ranks Cost: 10% of current health for each cast
R "Addicted to Pain":
Radumir meditates (casts) for 0.5 seconds. He immediately restores the blood of his family from his inner body and heals himself up to 10%/20%/30% (+1% each 50 AP) of his missing health. In addition, for 6 seconds, the range of his abilities are doubled.
Cooldown: 120/100/75 Cost: None
[2]R "Chains of Affinity":
Radumir shouts his metal strips, covered in infected blood, in a straight line. If it hits a enemy unit or Champion, it expands slowly for 2 seconds to nearby enemy units. All enemy units near the target are bound to the main target until they go away within those 2 seconds. The infected enemy unit receives 200/300/400 magic damage (+80% AP) and all others near by who are bound to the infected target, receive 20%/30%/40% of the damage dealt to the infected target as true damage.
Cooldown: 120/100/80 Cost: None
