Noxus background

This is a background for Noxus. I made this very plain compared to the Demacia background since Noxus is a colder and a much more ruthless faction, therefore the main colors are grey and red. There are only 3 axes since the crest of noxus is an axe, and the other Noxians' weapons i couldn't really find away to place it( such as lab's staff or kat's daggers don't really show "power").
