Travesty: The Ultimate Miscarriage of Justice champion concept

This is a starting concept, I would like to see what people think before I start throwing out numbers or making his abilities

Travesty, or as he was once known Uziel, was once a powerful mage in the service of Noxus during its many wars with Demacia. Well liked for his strength, he ascended ranks quite quickly and became known for his vast knowledge of strange and powerful artifacts. In his lightning fast ascension he was noticed by the legendary Swain who assigned to him a special duty to seek out artifacts that may help Noxus to gain a definite advantage in its many battles with the forces of Demacia. He searched across vast lands with his unit of soldiers for anything to turn the tide of war in Noxus' favor; however, his search tended to yield only artifacts that were relatively low in their impact. That all changed when in what can only be described as a miracle of will he was assaulted in his dreams by the living nightmare Nocturne. He managed to survive the ordeal where so many others had been stricken dead and through it gained knowledge of a powerful crystal set within the crystal scar that could invade peoples minds and force them to the owners will. He went in search of this quickly finding it but as he and his men approached it he began to feel a sense of dread and almost as if with inhuman intuition he threw himself forward and created a barrier that protected his men from an invisible explosion of magical energy which was soon followed by the crystal crumbling at his feet and showering him with dust. His next in command saw this and thought he had betrayed Noxus and destroyed the crystal when he had actually saved the group of over 1,000 men from a horrible death by eternal nightmare. He was promptly delivered to Noxian high command who held a public lynching in which he was killed but the men who were committing the execution could not remove the noose from his neck so they cut him free of the gallows and left his body to rot among the others. Soon the area used came under contest by Demacian soldiers who destroyed it and Uziel was soon forgotten. Unfortunately for Noxus, the crystal had shattered and a shard of it lodged itself within Uziel and had been slowly transforming him into something far less than human. His corpse was reanimated and he took upon himself a new name to strike fear into his enemies, Travesty, and with that name and his new found powers he shall reap his vengeance on all those who mock justice and ultimately Noxus which committed The Ultimate Miscarriage of Justice.

This will be a manaless AP caster who has a relatively weak laning phase and excels at teamfighting especially with his ultimate. He can either go tanky or damage oriented and has a decent amount of utility with his abilities; however, he is heavily reliant on creep score as he uses that for his resource (more on that later). Abilities are low cooldown excluding his ult which is on a medium cooldown. He snowballs hard but is easy to shut down early if you make him use abilities to farm. He has two ways to become very powerful or scale well into mid and late game.

First: Deathmarks, this is his resource, every time he kills a minion he gains one deathmark with no ceiling. certain abilities may be used to increase the amount but I have not one hundred percent decided that yet. These are consumed for abilities and in large amounts for his ultimate

Second: His passive, this one really subdivides into two categories: Justice and Travesty.

-Whenever he gets a kill or an assist he gains a stack of justice (not sure about amounts yet) everytime he levels up justice stacks are consumed and permanently add health and AP according to the number of stacks. -Whenever an allied champion dies he gains a stack of travesty (Again, not sure about amounts yet) everytime he levels up travesty stacks are consumed and permanently add armor and magic resistance according to the number of stacks.

at level eighteen stacks will be consumed for reduced benefit whenever he activates his ultimate.

may end up making a ceiling for the stacks or something like that. that can wait for the numbers though

Appearance description

Has an appearance similar to what darius or jarvan or garen looks like, but he has a hangmans noose hanging off of his neck with black crystals along it. black crystals are also along his arms which have iron shackles with dangling chains attached to them. He is wearing rags like what one might expect a Noxian prisoner to wear. any suggestions on appearance are very welcome

Basic description of abilities

Q: Hangmans Rope - Travesty consumes a set number of deathmarks to throw the end of his rope out in a linear skillshot that latches to the first enemy champion hit and slows them, if the enemy champion stays within the leash range for one second then Lynch becomes available.

Lynch - Travesty consumes a medium number of deathmarks to pull the enemy champion to him dealing execute damage and returning the cost of the ability plus a set number of deathmarks. This ability is no longer available once the leash is broken.

W: Crystal Graveyard - Travesty consumes a set number of deathmarks to raise a field of crystals that deal low damage over time and build one stack per second per enemy unit within the field. After one second absorb becomes available.

Absorb - Bursts the crystals to deal low AoE damage, slow enemies hit, and consume the stacks to gain a set number of deathmarks per 15 stacks.

E: Prisoners chains - Consumes a set number of deathmarks to send his 2 chains forward in a double skill shot with each chain attaching to the first enemy champion hit and dealing damage. once the ability hits a champion Shackles becomes available to cast for 3 seconds.

Shackles - Consumes a medium number of deathmarks to root champions hit by Prisoners chains for a medium length of time and deal damage.

R: Vengeance of the Dead: consumes half of available deathmarks (up to a ceiling) to send out minions equal to the number of marks consumed. These minions walk in a straight line exploding on the first thing they hit (excluding turrets but including terrain)dealing AoE damage and slowing enemy units hit by the explosion. Each minion has global range. Returns 2 deathmarks for every minion kill and three for champion kills.

It's not bad I like it. But I am disappointed that I don't know how he looks( for all I know he might look like Urgot oh god)

The story is nice overall and I never heard of a manaless AP champion(pretty interesting). As for the 2nd part of the passive. It sounds like this champion has really low health and the armor and magic resist gain when a champion dies can actually be weak or overpowered in many different games(eg. Game 1 total allied deaths:8, Game 2 total allied deaths:49) Which means numbers are gonna have to scale.

Passive too stronk. That would totally open up the rune and masteries to potentionally broken late-game snowballing. You could completely forget about armor and mr runes, which sounds good to slow down his early game but getting permanent armor and mr added, you could make up for the difference in a very short amount of time. (the 12-13 armor or MR that most of you should have, almost always)

Veigar Veigar comes to mind, his passive allows permanent AP to be added for every minion kill. Could be game crippling but he's still le squish.
