League of Legends Free Camera Video

I always see league of legends videos on youtube with a free 3rd person like camera. I know its not a part of the game but I want to make videos like that too. My only problem is, after searching everywhere for tutorials I can only find in-game mods and such. Can anyone link me to a website or something where I can actually download the program I am looking for, whatever it may be. Thank you.
