Dodging Games Program Idea

I was thinking about an idea for players who dodge games that would ruin people's experiences when two players both go mid or jungle or something. My idea was maybe a program would see if two things would disagree, such as it sees a leblanc with flash and ignite as well as a ziggs with flash and ignite, it would allow a dodge without a time penalty? There would obviously be some issues and it wouldn't be perfect but I think it would be a cool idea if Riot could implement it into League
