New Que for AFK's, etc.

Add a new Que so people can connect to a game that has a AFK/Leaver. Can set it up so that if the person disconnects from the match and doesn't return in 5mins they are punished for leave and their champ becomes a available for a person sitting in Que. Can fiddle with idea a lot but just a thought.
