an idea for a new champion

Hello riot games and League players. I have come up with an idea for a new champion. I admit it wouldn't be the best champion anyone has come up with but i hope it can be a good one if riot can make this character. The name I've come up with is Celt, The forgotten. he would be an AD ranged top champion. His passive would be: each time an enemy champion attacks Celt, he regains 50( health (cool-down of 10 or 15 seconds). His Q (electrify) would be: Celt shoots an electric bolt at an enemy.( cool-down of 7.4 seconds) His W(agility) would be: Celt gains an extra 20% attack speed and movement speed for 5 seconds (cool-down of 10 seconds) His E (cluster)would be: Celt throws a cluster of electrical bolts at an enemy slowing them and doing damage(cool-down of 9 seconds) His ultimate (R) would be; Celt summons an electric storm suppressing he enemy and doing a decent amount of damage.
