Are Fan Creations considered to be created or are they for personal use?
For example, writing fic or comics that are fan-made, et cetera. Just curious, thank you for an answer!

Not really. Champion Concepts and Champion Skins were never taken direct. Most times, only the mechanic or the skills are taken, or rarely the theme (like Reaper theme or Bear theme).
Fiction and Comics are for community use and as I know, it was never taken by Riot.
If you plan on using stuff there for something like a desktop background or something that will stay with you and you alone go for it. It's only when you plan to distribute or re-post somewhere else that you need to ask the OP and always give credit where credit is due.
