Gifting Skins that you own to your friends.

Hello I came to an idea with a friend that what if you could gift your friends the skins that you own. We came to the idea because he has a skin on a champion who he doesn't play that much and i play the champion a lot. He just said ''if i could then i would give it to you'' and then we had this idea to gift your friends the skins that you own. BTW I do not know under what topic this should go :/
