Veigar is so much fun to use! Now that I finally got enough IP to get all the runes I needed to finish my builds I plan on making a new video with him fully runed. MOAR POWAAA! Also I know I could have had his AP much higher with Q'ing more late game but I was too busy having fun in the team fights. :_(

Sorry for the super late response, I haven't signed on in a little while. :X That is an add on for a program called Overwolf, the add-on is called LoLWhiz. When launched it creates a screen overlay with the other teams champ icons, their Mastery numbers (ex. 21/0/9) and the tiny little scroll thing when double clicked allows you to see their Rune numbers (ex. +15 Ability Power +9 armor etc.) It won't get you in trouble either since it's publicly available information, it just saves you the time of having to Alt + Tab to a web page and searching with the summoners name. It will also show the proper Rank icon underneather it. A few of my other uploads you will notice they have the Bronze and Silver icons under the champ picture. Also it will show you the Rank, Runes, Masteries, and W/L on the loading screen. It's a super nifty tool!

It does not show that one, you'll have to keep doing the math in your head for now. ;)
