[Suggestion] Low Commitment Queue

I think it would be a pretty cool idea if you could make a "Low Commitment" Queue so that players who know they might have to leave the game in the near future, but still want to try to squeeze one in just in case, can opt for a game that has no punishment for AFK or leavers. Now I get that this would potentially be a festering pit of salty assholes who leave as soon as they start losing the game, or even just their lane, but I think if you added this as an optional queue where leaving was explicitly allowed, it would be a nice feature. It could even benefit players who are suffering from undiagnosed internet issues but still really want to play the game, because they would still be able to play without fear of getting in trouble. Hell you could even just give optional access to the Low Priority Queue and make it so that queue doesn't have a punishment for leaving or AFK.

TL;DR: A new completely optional queue where you can safely AFK or Leave without fear of punishment for players with known connection issues, or players who think they may have to leave but would still like to try and squeeze in a game.
