Idea for champion that came to mind at work. (xpost /r/leagueoflegends)

Not going to type out a 17 page thesis on this, just quick thoughts. Basically the whole idea is about the passive. Champion has a huge auto attack range. Longest in game. However, remember how Taric's stun scales with how close he is to the target? Kind of the same idea here. At max range, auto attack speed will be very low (and scale with a very small percentage from items), and auto attack damage will be very low (also scaling with a very small percentage from items). however, at "point blank range", auto attacks will gain a slight boost to speed and damage, and scale a bit more from items than normal (not to an overpowered level). So far, that's pretty much all I have come up with. The whole idea is that due to the champions passive, you can provide a very constant, long range harassment that will be unanswered. This should, in turn, force enemies to get into a closer range in order to poke/harass back. I don't know what the other abilities should be, but the whole idea is of a "siege" kit, where opponents have to make quick decisions about either engaging completely, or not engaging and staying out of range (perhaps forfeiting a tower or inhibitor), or constantly lose their, or one of their objectives', health. TL;DR passive gives auto attacks huge range, makes auto attack damage and speed scale with proximity to target.
