Question For the GMs! (others are allowed to comment though)

Okay, so I've seen ALOT of good champions come, become good, and get nerfed. Well, I was bored one day and my friend messaged me and he was like "Hey wanna see a champion I created? Im hoping to send it over to Riot and see if they like the idea" I saw it, it was okay but he may never send it. If I were to "create" a champion that I thought would be a nice touch to league, where would I post it? Oh and for a sneak peak (since i cant draw) here are just some of the stuff i came up for it:

Name: Kryph The Snow Lion Gender: Male Age: Roughly 27 Best Lane Style: Jungle Attributes: Fighter - Secondary: Mage Starting HP 913 Starting Mana 450 Difficulty: Medium Skills: Passive: Roar of the Tundra - After 4 attacks (Either Normal or Single Target Spell) Kryph Roars and the next attack or single target spell slows the enemy monster or champion by 25% movement speed and attack speed

Q: Lion's Might [Cooldown: 10/10/10/10/10 Mana: 50/100/150/200/250] - Kryph unleasehs a punch that stuns for 3 seconds. If Kryph is below 30% hp Lion's Might heals him for 5% of his max HP

W: Jungle Prowess - Passive: Kryph Gains 5% of his total Attack and Ability Power as armor (This increases from 5% / 10% / 15% / 20% / 25% ) Active: Deals 10x True Damaged Based on Armor gained by the passive of this spell (50 damage / 100 damage / 150 damage / 200 damage / 250 damage)

E: Lion Spear of Ice [Cooldown: 20/20/20/20/20 Mana: 100/150/200/250/300] - Kryph Launches a spear of Ice up to 1500 Units away (at any level). If the ice spear hits a champion all cooldowns are reduced by 5% for 15 seconds.

R: Frozen Lion Rush [Cooldown 120/120/120/120/120 Mana: No cost] - Kryph Roars increasing his attack speed by 100% for 10 seconds, if he attacks an enemy champion in this time he applies silence and stun for 5 seconds. If activated when Roar of the Tundra is active Frozen Lion Rush gets a 5% cooldown reduction.

Well Riot, what do you think? Of course I tried my best to make it not over powered, but I would really like to hear your thoughts on this champion!
