How do I put on the new High Noon Lucian skin border in the loading screen?

I buyed the new High Noon Lucoan Skin with the border, but when I enter the loading screen with the High Noon Lucian Skin, my border is not there. Is that a bug or what do I have to do to get my border ready in the loading screen?
