Can someone get banned or tempbanned for flaming a guy in private messages?

It would have to be something pretty extreme. There have been circumstances in the past where Riot has punished based on private chat. Yes, Riot can see them. They generally don't take action, though, because it's an opt-in experience, as has been mentioned.

Nope Private messages are opt in and PRIVATE So, riot has no control over them. They don't even look at private messages

If the messages contained something extreme like death threats, then maybe you could get banned

But otherwise? Nah

Arcade Lulu is correct. Private messages are treated differently than in-game chat because you have to willingly accept someone's friend request to receive messages from them.

If someone is making serious threats through private messages (like death threats and the like) you can file a support ticket and Riot will treat it more seriously, but generally speaking everything else is not held to the standard ruleset.

In the rare cases that a player is punished for their actions in private messages, the punishment usually won't be as severe as it will be manually placed.
