Nobody on the boards can do anything about in-game moderation. Even the moderators here have absolutely no say over anything in game. As such, it is better to send a Support Ticket to contact Riot Support, as they are the ones who can help you.
If you want action taken, the proper method is with a support ticket. People on the boards cannot take action against any account.

What does linking his match history accomplish?
By adding that players name, you basically are encouraging people to witchhunt them. even leafy dosen't encouage that. its leafy.
