Thouroughly convinced riot doesn't care about inters or death threats anymore even given evidence

So basically im wondering if more people than myself feel as though riot really just does not care about what people say or do in game anymore unless they're sexist or legit racist (and that's even a hit or miss as well) Over the past 3 weeks ive done an experiment on multiple accounts and came to the conclusion that out of the somewhat 20 tickets ive opened on these accounts with screen shot and video evidence of inting and blatant death threats, racism and other things of the sort, i get the automatic message and that's it, even though i reply to get a human response, none of it is looked at and its all pretty much glanced over and left to fall into the piles im sure they receive, and the players are still active having recieved no punishments from making hateful threats and other things as well. Due to this being a free game (laughable they've probably made more money than blizzard or dota ever did) I believe they care very little unless its streamed by one of their partner on a streaming site. wish there was a way to start a petition to bring back old tribunal, atleast then we could get these people banned properly instead of having to rely on automated systems that dont work. Anyone else have any ideas on what could be done to fix the toxicity standard? Personally think bringing back tribunal and fixing it for appeals to staff after community has made its choice is a good idea but if anyone else has some others id love to hear honestly.
