From the Universal Rules:

There are cases where the term "hate speech" may not be fully appropriate, but the language is still discriminatory and offensive when used negatively in regards to an individual or concept. This includes, but is not limited to, examples such as those provided below:

• "gay"
• "retard" or "retarded"
• "jew"
• "autistic"

You can call the scaling of that character a number of terms, but not one used to mock a subset of individuals. The only acceptable use of the word "retarded" on the boards is in it's non-offensive context of "to slow or delay," such as ""his progress was retarded by his limp."

Even then, I would suggest a different word choice.

They hated him because he spoke the truth.

There is an attempt to push down the use of the word retarded, it is offensive to mental disabled people.
