So the issue is ping on the Turkish server. Thank you for explaining. Well, possibly ping can be improved from the Turkish server, but it's likely an issue of network infrastructure between your native country and Turkey. I don't know which country you live in. Maybe higher quality network lines need to be added along the east Mediterranean region. But who will pay for that improvement and who will own the resulting infrastructure?
Maybe a server could be added to the UAE in Dubai to serve the whole Persian gulf and south Arabian peninsula. I think that is a better option than a location in Saudi Arabia, but I don't know if the market is big enough to be worth Riot's investment. If Riot could get an Indian playerbase and create an Indian server, that would probably be much more profitable and therefore higher priority. Or maybe a Singapore server to better serve South-East Asia since the Oceania server is likely insufficient. A Nigerian server might also be higher priority.
The Maghreb is not part of the middle east and has never been part of the middle east. We're having a difficulty in semantics. Here is a picture of the middle east.

Sometimes excludes Egypt because Egypt is also part of North Africa:

The middle east or near east is a western phrase, meaning east of Europe but not so far east as India, Central Asia, or East Asia. The Maghreb is not east of Europe. The Maghreb/Barbary is just part of what we call North-Africa/South-Mediterranean or the West Mediterranean regions. Only ignorant westerners define the Maghreb as part of the middle east because they don't know geography or history.
