Connection Issue when loading into game

After this most recent patch I have been having issue of connecting to games after champ select. The client is a little bit slower when selecting the champ, then once the game gets to loading screen it is showing a consistent 30-40 ping but my load in percentage will show 30% - 60% and then stalls. I leave it sitting there for a minute or two and no increase in download. When I then exit client and reconnect to game the same issue happens. It will eventually get into the game but by that time 4 minutes have elapsed in the game. Is anyone else having this issue?
