Players who feed without reason

I just thought riot should give more attention for players who start to feed without reason! I'm not talking about bad game,but when someone starts to feed without any reason!or just 1 kill still or takin some buff like it was just hes buff! Players like that should not just ban for playing,but on 3 games behavior like that should get moved to lower division like bronze! and there get 5 for points for win game 10 for lose !So maybe then we should get better players !And players who really wanna get out of lower division could do that !
