perm banning is dumb, specially if they just make another account . . . then its pointless to perm ban cause then u have these dead perm banned accounts on your list, and the people you perm banned are probably still running around.
Perma means u lose your precious account.

While it's true that some players make new accounts, many don't. Further, the permanent loss of any money spent or any RP/skins earned serves as a bit of a disincentive to behave poorly, while simply getting temporary punishments may not.
Also, levelling another account to 30 is a boring undertaking, and Riot is working on ways to fix real world trading of accounts, even though it's hard to do so.
