Why cant I create a discussion in EUW boards, it is where I am and play!
Title says it. I have a EUW account, play in the EUW server but cant post there. Says I must be level 7. I am level 30 for 9 years...

You should be able to create a discussion there. I can currently post both on NA and EUW. My account is on EUW. If you cannot at the moment wait until a Herald sees your post. Might be a bug.

Hello! I've gone ahead and manually re-synced your account. The issue should now be resolved in this case, and I'll see if there's anyway to catch these sorts of issues moving forward.
