Balance for Snowballing

We've all been there, the enemy champion gets one kill and goes on a rampage decimating you the rest of the game. What if we could fix that? What if there was a way to prevent the snowball effect? My idea is: Whenever a champion is killed by another champion their basic stats rise by 1 (I.E Attack,Ability Power,Health,Armor,and MR). It doesn't seem like much but if the enemy champion starts snowballing then hes only giving you more power. The fact that's it's only 1+ also means you can't snowball because the stat increase just isn't enough to get you on that fast track.

I think riot's already addressed this to some extent - subsequent deaths give your killer less gold - by the time you've died 6+ times, they're better off farming creeps than farming you (considering the cs they'll lose in the amount of time it'll take them to go back to base).

I think we should stop making it harder to end games before 40 minutes.
