I agree with beta TF and pre-rework Eve, but release Zyra needs some mention here. Her damage was insane, but she didn't actively break the game to the extent that beta TF could.

Evelynn was probably the most broken.

I'd say that Evelynn was also the worst for a long time, too.

Stealth has been historically difficult to balance in this game, and she's the main "stealth" champion...
