Zilean "The Zilsta" Rework Proposition

The reason why I am writing up this rework is not because I don't think Zilean can't be strong, but rather because I want to find a healthy balance in his kit that allows him to still be effective while behind and not extremely overbearing when ahead. I want to implement a more interactive kit than QEW QEW QEW R ~ etc.
Well, let me cut to the chase here!
The Rework
NOTE: The numbers and values are in no way permanent or final, please read them as values you find appropriate!
Passive:
Heightened Learning
Zilean has mastered many things in his librarian tower, gaining 175% cool-down reduction from effects that grant it. This includes Runes, Masteries, and Items.
Zilean gains a percentage of ability power equal to one fourth of his cooldown reduction.
Analysis
[Zileans current, global and non-scaling passive that offers minimal hidden power isn't very fun in my opinion. Not only that but riot is planning to remove ALL global passives anyways.
This new passive helps Zilean not have to focus on building just CDR items to have maximum effectiveness. Not only that but thematically, as someone who spent his time studying in a tower, I feel like gaining bonus "knowledge" or cooldown reduction just makes sense.]
Q
T̶i̶m̶e̶ ̶B̶o̶m̶b̶
Temporal Anomaly
Cooldown: 8 seconds per charge, affected by CDR.
Mana Cost: 60/70/80/90/100 (reduced from 70/85/100/115/130)
Zilean distorts the time at a targeted space, initially dealing 27/43/60/78/96(+0.3 AP)damage in a 330-unit area. This anomaly will cling to any nearby champion that comes into contact with it. After another 3 seconds the target will explode a second time for 63/102/140/192/224(+0.6 AP). The anomaly will detonate if the target dies or another anomaly explodes nearby.
Temporal Anomaly has up to two charges and each charge is gained individually. Temporal Anomaly will not attach itself to a target currently affected by another anomaly.
Analysis
[The change from point and click to a skill-shot is a big one. However the change justifies the high damage and damage scaling on a semi-spammable, basic ability.
The fact that it doesn't cling to minions and only champs means that it can still be used for mid-lane wave clear, as well as support harass when used properly. This change prevents the lack of no-fun counterplay, but paired with his E slow, still allows for the same level of easy harass.
Taking away point and click is again, a HUGE thing, but I think overall it makes his kit healthier and more interactive, and justifies the huge amount of damage his Q does when stacking AP, on top of the spammability with full CDR.
Note: Remeber his passive gives CDR and AP scaling.]
W
R̶e̶w̶i̶n̶d̶
Time Rift
Cooldown: 12
Mana Cost: 65
Zilean creates a rift in time in front off him. Enemies caught in the rift gain a charge of Chrono-sickness every 0.5 seconds, with a maximum of 3 stacks. Each stack of Chrono-sickness slows attack speed by 3/3.5/4/4.5/5%. At three stacks, the unit suffers from Temporal Collapse, taking 95/145/195/235/285(+0.4 AP) damage over 5 seconds, as well as reducing their attack speed by 9/10.5/12/13.5/15%.
Enemies suffering from Temporal Collapse will not gain charges of Chrono-sicknesss.
Analysis
[The removal of rewind felt needed to allow Zilean to have a healthier and more interactive kit. In replacement of this and attack speed debuff felt fairly appropriate, as well as applying a fairly high damage DoT to units who stay in it. Further increasing the "Wait for it... An Enemy Has Been Slain!" feeling that so many (myself included) love about Zilean.
The fact that the damage is over time is what allows it to be such a good base damage. This means that Mid has more harass as well as team utility, and support has utility as well as some harass.]
E
W̶i̶b̶b̶l̶e̶y̶ ̶W̶o̶b̶b̶l̶y̶ ̶T̶i̶m̶e̶y̶ ̶W̶h̶i̶m̶e̶y̶
Time Warp
Cooldown: 17/15/13/11/9
Mana Cost: 75
Zilean bends time around a champion, slowing an enemy champion or increasing an ally champion's movement speed by 40/42.5/45/47.5/50%(+4% per 100 AP) for 4 seconds. Zilean can cast Time Warp on another ally or enemy within 3 seconds of casting the first one.
Analysis
This ability allows you to act as a medium for a team-mate to catch up to an escaping enemy as a support, or allows you to widen the gap between you and an enemy. It also allows you to get more harass, or land your harass with more ease as well. Overall I didn't change much from the current E, except for preventing the CONSTANT 55% movement speed you could give to another champ and yourself, which I felt was unhealthy. For this I gave it a slight scaling per level difference as well as an AP scaling.
You can also still double cast this ability, but within a limited time period, which allows for long bursts of high speed. The semi-low cooldown also means that at max leve, with max cdr, you will be able to use it fairly frequently.

F̶r̶e̶e̶ ̶G̶u̶a̶r̶d̶i̶a̶n̶ ̶A̶n̶g̶e̶l̶
Chrono Shift
Cooldown: 180/155/130
Mana Cost: 100
Zilean creates an image of target champion at their current location, if they die within the next 7 seconds they will travel through space and time to revive with their previous health and mana at that location. Unit's will revive with a minimum of 10%(+1.5% per 100 AP) of their total life and mana.
The image cannot be targeted, does not do damage, and does not move.
Analysis
[There will be some visual changes added to this ability. For example: Allies who are affeccted by Chrono shift will have the edges of the screen glow gold to better display that they are under Zilean's protection. Or: The image created will be mostly transparent and can be detected with wards. No nameplate or champion icon will be displayed however. This change to Chrono Shift makes it act a bit differently than GA, which revives you on the spot and actually puts use to the "shift" portion of it's name. The changes to his ult will, without a doubt, make properly ulting a more challenging feat, but that separates the good Zileans from the great. Potentially, you can come out with more stats (100% HP and Mana) or you could come out with very little just to die again. I added the minimum health cap, that scales with AP, to have a tiny bit of a safety next if you emergency ult someone, giving them (hopefully) a brief period that they can flash or somehow get out or gain life at the very least.]
Wrap Up
Over-all I believe I improved the gameplay and outplay potential and hopefully made him so QEW QEW QEW R isn't the only was to really play him (other than EQW EQW EQW R). I added a lot of AP scaling, and a pretty unique (and very strong - if too strong I may reduce it down to "Zilean gains 50% bonus effect from cooldown reduction" so 10% would give you a total off 15% instead. I like the 10% bonus AP with max CDR though) passive. Other than that, his Q and E, both powerful and playing the same way, should be more rewarding to use. His W, since Rewind was removed, is now and ability that CAN have a lot of impact, if given the time.
Bonus Note:
T.A. isn't a time-bomb over someones head (okay Piltover, you're drunk, go home) rather a neat visual effect surrounding the targeted player. W visually will look similar to Vel'koz's W (unless someone can come up with a better idea) persisting until it closes. Zilean's E will probably still be similar clocks above heads (I like them, okay?). His R creates the image, grant the visual particles for the player and offer new (still gold) particles around the champion.
I play and love this champion as much as many of you, so please give constructive feedback. Stuff like "Cannot support this change" or "OMG so nice" are only so useful. Something like "I don't like the way you changed so and so skill because I like X aspect about zilean when I play him like this" or "I really liked how you explain X spell rework." While I am perfectly accepting of everyone's opinions, no matter how vague, the more in-depth, the better. And if you look, I do try to respond to a majority of the feedback, positive or negative!

's spells reduces all his spells cooldown by 2 seconds, takes 15 mana off his next spell cast, and grants him vision on his target for 3 seconds. This ability can stack up to 2 times. (
's Q) on an area that pushes enemies a set distance away from the epicenter (the spells size it the same as
's W at level 1)and deals magic damage.
