Sorry if I'm being a little rude, but I don't think that Frozen Shen is really a good skin at all, In terms of how it looks in game. The splash looks a lot different from the in-game model. The model is literally just light blue painted onto Shen. Is that going to change anytime soon? I'd really like to see that skin a bit different than it is now...
There are a number of skins like this, but it's extremely unlikely that they'll ever be updated (save for a VU or TU.)
Low quality skins come with a low price for a reason.

It's mostly just a palette change. A lot of really old skins for really old champions were (see: Assassin Master Yi, Golden Alistar, White Mage Veigar or Rusty Blitzcrank), It's unlikely they will ever change them, because that would most likely mean changing the pricing tier that they're in.
That said, I really like the new splash for Frozen Shen, and I already own it, so... Looking forward to that, I suppose.
They said if they ever do give shen a much-needed VU it would be in 2015. Although I admit there are other champions who need it more at the moment... (sion, taric, mordekaiser, etc.)
