We're unable to log you in because you may be off line.
So this is a bug that's been encountered before. I looked up the solution, to open the league file, delete a line and then try again, but it did not work. Please advise.

What it means by that is that the client doesn't understand that your computer is connected to the Internet. Maybe try restarting the client or better, the computer. If that doesn't work, try re-installing the game. It worked for me last time it happened.
As a guy from IT, don't ever mess with command lines and files, at most, read the logs that the client makes and troubleshoot the problem from there, checking where the first [ERROR] is.
