Rek'sai mini-rework

I don't know if it's a bug or not, but there are plenty of times that when I use this new rek'sai ult, it's so easy to dodge. I mean, literally a janna walking can dodge that ult. Also when you use the new ult there is like a little interval until you can use an ability or even autoattack.

I'd really like to be sure about this becuase it's a thing that really upset me up.
