Ezreal's Essence Flux causes turret aggro? Is this a bug?

The way to reproduce the turret aggro is simple enough, just use 's Essence Flux on an enemy under tower. The reason why I'm asking if this is a bug is because yes, it is an ability being used under tower. However, it doesn't do damage. A bug was recently fixed where 's Ultimate "Hijack" caused Turret Aggro even though it did no damage. (On the Twitch clip, I noticed I did have Red Buff, but Essence Flux does not apply it. I also noticed Gauntlet potentially causing turret aggro, but I noticed it also didn't do damage. I came to the conclusion that Essence Flux does apply turret aggro)
