Queue Problems

I was in an Arranged Team ready to play ARAM but the Queue didn't pop up. I noticed that the person who was with me said that I kept leaving the queue when I couldn't click anything, and now I'm penalized for 8-15 minutes. I'm wondering if anyone else has had this problem or if it is still happening, please help so this doesn't happen again.
