Jinx Q Rocket Bug

As I've been playing Jinx with the new patch today I noticed that her Q rockets are not applying full damage to everything. It seems that the minion you hit with the rocket takes more damage and the splash is less. I'm assuming this is a bug as I don't see any other reason for it. I attached a photograph as evidence.
