Connection bug

I was just playing aram as Lissandra when I disconnected. When I reconnected a lot of weird things happened. It had a bug where it showed everyone as level 1, and I couldn't move, I was jumping across the map on my screen. I kept popping up in random spots, but my teammates said they saw me moving. I could also see whatever they were doing and talk with them, but my movements weren't registering. After a while my character resynced and I could move, but I couldn't use spells or summoner spells. When I died and respawned, I could use my champion's spells again, but not my summoner's. I couldn't use those again until I ulted myself. Has anyone else had this problem or at least a similiar one?
