Punished due to Client Bug during champion select

I agreed to join the ranked matchmaking lobby by selecting yes. Once I did, the entire client went black. Nothing to select, nothing popped up by hovering over areas, just a black screen. The only exception being I could see my friends list, lobbies, and notifications, along with the upper right corner X.

Minimizing the window did not, shuffling through my tabs and back again, so finally I click the X. It lets me know that I will take a dodge penalty and be restricted from matchmaking. Why am I being punished for the client failing to load properly?

I had never seen that bug before, but am frustrated that not only am I penalized in ranked LP, I also am unable to play any other game mode for the time penalty, when I have done nothing wrong accept click yes to join a lobby!
