(Champion/Item) Kayle's E doesn't proc Tribute

Been trying my hands at Kayle support these days. and i've noticed that the AoE damage from her Righteous Fury's Active strikes do not proc Spellthief item line's Tribute passive.

Not sure if intentional, a missed interaction, or just a bug.
