Circlet of the Iron Solari not providing shielding.

So I was in a game with Ornn on my team. I bought Circlet after vow like I alwasy do. Accitivating the sheild Circlet dosn't show how much shielding I was providing for my team. I sold it and locked showed how much I did. Was Circlet not acting like it was designed?
