[Client] stuck on loading screen

there's nothing wrong with my internet, yet in the loading screen my ping says 0 at the bottom right , and i never load in-game, and on some occasions it would work but it will take up to 3-4 minutes to load into game.. can someone please diagnose my problem, iv'e ran the hextech repair tool, uninstalled the game, restarted my router, ect.. ect.. nothing seems to work, if it helps this problem starting happening yesterday..
