No Rylai's Animation

Was playing as kayle with the iron inquisitor skin against Karthus with that one statue of liberty skin. He had rylais and was slowing me, but I wasn't getting the ice animation. I even made sure by diving into his damage when I was already surrounded by enemies to test it. I didn't get the ice animation to show that I was being slowed. As you can guess, having an animation to show I'm slowed would help, especially since it felt less like I was moving normally and that Karthus got a speed boost all of a sudden. 20% is so little I didn't notice it, but so much it mattered.
