I can't play with my friend

The restrictions in place, if currently unranked, will be based off previous rank (Last Season). Because I can't see the rank of your partner, I can only provide a possible explanation for why you can't queue together. Edit : If you're unranked (As in a completely fresh account with no rank, it will assume the rank of a silver meaning it can only queue with iron,bronze,silver,gold.

This should also be based off of the previous season's rank not the preseason also.
