Veigar's Ult Not on Cool down

Might as well continue my reports since I have a few back logged.

Using the Youtube Video, you can clearly see how it was done and could possibly be reproduced. After launching Veigar's R, Blitz entered a Bush. Normally a skill would still hit, but it fizzles without landing a hit and it never arrived onto it's cool down step.
