[GAMEPLAY] Surrender vote bug

When a teammate started a surrender vote, a teammate dc'd during the countdown of the vote that had 5 icons and 3 were lit green to signify a yes vote, the game then announced the surrender 3 to 0 votes and the game ended as the dc'd player reconnected within the duration of the countdown timer.
