Draven and Singed bug

I do not know, if this bug on Draven is on ARAM only, but I didn't try it anywhere else. Problem is his passive, which should remove just half of stacks upon death. Death takes all of them.

Problem on Singed is, that ultimate dissappears after death - that is problem for weakening AP of remaining smoke. And the next think is, that I am a bit confused about smoke and rylai. When I looked on target, I have seen just Liandrys DOT, but I didn't notice Rylai active debuff.
