[Client] - Empty launcher window, cant log in

I've came with laptop to the internet cafe but my lol client do not open. I got internet connection and all work fine, except league of legends. Also i want admit that i played LoL last night from my home so game worked. Rebooting lappy didnt help at all, same as waiting some time or restarting application. I think this problem can come with changeing source of internet connection, and its pretty old. Please work to fix it.
