[bug] patch 7.14 Taric Q cooldown
When you cast Q as Taric, the cooldown is 12 sec instead of 3 if you don't use your bastion (passive), if you use the passive it will give 2 stacks of Q (depends on level) and it will have 0 cooldown,
hard to play taric with this bug.
