New SR Has Flashes Everywhere

I just played a game in which my allied fizz's icon was flash (The summoner Spell) One or two games ago the enemy team (red) first tier top turret was firing flashes instead of turret bolts. What really creeps me out is that I get random messages in the chat. Sometimes it will be "Taunty" every two or three minutes, and sometimes it will be gamechangeing, like notifying me that Aatrox's Bloodwell is back.
