Teemo passive shop bug & Edit: Ivern camp clear bug

Well, I recently played teemo for fun and during the game I backed to the spawn and bought an Item but it was the wrong then my passive went in (as a fact I never moved) then I couldn't refund the recently purchased items. is that just me or its a bug? lol

Edit: theres a bug with ivern also, sometime his passive on jungle camps doesn't go away at all,(it happened to me on the krugs for my friend in a game) the passive never came out and it was alway up so each time the camp was on he could just smite it or take it and the passive would stay there.
