[Gameplay] Loading Screen Outdated

I saw a tip that said the max percent cool down reduction was 40%. This is no longer the case since the release of the pre-season. I don't really know how to replicate it since tips on load screen seem random, but I imagine there is a really easy way to find this and adjust the number to 45.
