Attempt to Join Que Failed Penalty

So I attempted to que up for a few games recently in the last hour, with the wait time being longer than usual 3-5 minutes, and still no group. I proceeded to restart the client and hopefully refresh the game. Upon trying to que up again, I got hit with the following and was wondering if anyone else has had this occur to them. I understand my connection may be in question as well, HOWEVER, there was no accept/decline displayed on any of the waits, and I did reset joining/leaving que after sitting in wait in multiple game modes.
